Austin Black Deaf Advocates Policy

  • SECTION I – MEMBERSHIP AND DUES:

 

     1. All members shall pay their dues annually in any month.

 

     2. Prior to paying membership due, each and every member shall
         acknowledge the responsibilities as good standing member. Each and every
         member shall obtain a copy of Bylaws and Policy.

 

     3. All members shall be required to present their membership cards upon
         entering the meeting or any events sponsored by AustinBDA.

 

     4. Category of Memberships is:
 

          A.) Regular Member- $25

                1.) 18 years old & older Deaf individual

                2.) Voting & Special Privileges

                3.) Discounts (i.e., food sales & events)
 

          B.) Senior Citizen Member- $20

                1.) 55 years old and older

                2.) Voting & Special Privileges

                3.) Discounts (i.e., food sales & events)
 

          C.) Student Member $20
                1.) A college Student

                2.) Voting & Special Privileges

                3.) Discounts (i.e., food sales & events)
 

          D.) Youth Member $20
                1.) Age 13 - 17+9

                2.) Voting & Special Privileges

                3.) Discounts (i.e., food sales & events)

                4.) Is not member of National Black Deaf Advocates.

                5.) Cannot to running for any officers position.

  • SECTION II – DUTIES AND POWERS OF EXECUTIVE BOARD OFFICERS:

  • A.) Elective Executive Board shall pay full amount of 2 years membership.

 

        1. President. The President shall:

            A.) Chair of the Executive Board and preside over the public General Meeting.

            B.) Be the Spokesperson for AustinBDA.

            C.) Shall cast the deciding vote in case of tie for all matters. (except the election)

            D.) Appoint such committees as may be necessary.

            E.)  May sign business transactions, contracts, or other documents.

            F.) Shall be a signatory to AustinBDA bank account.

            G.) Shall appoint the chairpersons for any event as may be necessary.

                          H.) Shall appoint a parliamentarian prior to the regular meetings.

             I.) Shall be asked to do other duties as needed.

            J.) Shall be sign EIN number, 501c3, and Bank account

            K.) Shall following the Bylaws and Policy of the AustinBDA.

 

         2. Vice President. The Vice President shall:

            A.) Shall succeed to the office of President if it becomes vacant.

            B.) Shall run the meetings in the absence or at the request of President.

            C.) Shall succeed to the office of president if it becomes vacant.

            D.) Shall keep the copies of the Bylaws and Policy and all motions made.

            E.) Serves as the chairperson the Bylaws Committee.

            F.) Shall be asked to do other duties as needed.

            G.) Shall following the Bylaws and Policy of the AustinBDA.

 

         3. Secretary. The Secretary shall:

            A.) Shall record the proceeds of all the meetings with copy of Bylaws & Policy.
            B.) Present latest edition Robert’s Rule of Order at the meeting all the time.

            C.) Distribute the minutes of General Meetings and Executive Board Meeting within 7 days.

            D.) Shall forward any passed motions relating to Bylaws to Vice President.

            E.) Shall responsible for all necessary correspondences, records & information.

            F.) Tracking the record of names & email addresses of AustinBDA Members.

            G.) Shall be asked to do other duties as needed.

            H.) Shall following the Bylaws and Policy of the AustinBDA.

 

         4. Treasurer. The Treasurer shall:

            A.) Shall be responsible for and oversee all financial of AustinBDA.

            B.) Maintain proper accounts and give receipts and payable to AustinBDA.

            C.) Shall submit monthly reports of all financial transactions to AustinBDA.

            D.) File reports with the Internal Revenue Services & incorporation status.

            E.) Serves as the chairperson the Finance Committee.

            F.) Shall appoint three auditors among with Executive Board’s approval.

                         1.) An auditor with seniority may succeed to the office of the Treasurer
                              if it becomes vacant on a temporary basis.

 

           G.) Shall collect all membership dues in annual of April with a signed.

           H.) Be responsible for the receipt and custody of all monies or disbursements
                 within budget plans as an approved by the Executive Board.

           I.) Ensure that the financial reports be open transition all the times.

           J.) Work with the event chairs involving the record of spending and earning.

           K.) Shall be a safe deposit box key holder.

           L.) Shall be a signatory to AustinBDA bank account.

           M.) Shall be asked to do other duties as needed.

           N.) Shall following the Bylaws and Policy of the AustinBDA.

 

         5. Director of Public Relations. The Director of Public Relations shall:

             A.) Shall coordinate social media of all types. (i.e. facebook, twitter, etc).

             B.) Creating announcements (i.e. flyers) for any event hosted by AustinBDA.

             C.) Shall maintain the operation of AustinBDA website.

             D.) Shall post the declaration for the election 1 month before next meeting.

             E.) Shall be asked to do other duties as needed.

             F.) Shall following the Bylaws and Policy of the AustinBDA.

 

         6. BDU Representative. The BDU Representative shall:

             A.) Chairperson of Black Deaf Ubuntu (BDU) Committee.

             B.) Coordinate between BDU and ABDA in any matters.

             C.) Handle the scholarship among with the BDU Committee.

             D.) Shall be asked to do other duties as needed.

             E.) Shall following the Bylaws and Policy of the AustinBDA.

 

         7. Chapter Liaison. The Chapter Liaison shall:

             A.) Represent AustinBDA at Southwestern Region Black Deaf Advocates
                  Board Meeting with compensation in accordance with the provision of Article VI of these
                  Bylaws.

             B.) Serve as liaison between ABDA and NBDA.

             C.) Shall be asked to do other duties as needed.

             D.) Shall following the Bylaws and Policy of the AustinBDA.

 

  • SECTION III – DISCIPLINARY PROCEDURES
        1. Impeachment the Executive Board Officers-

               A.) Elected or appointed Board members may be removed after due process
                    hearing for failure to carry out their duties or for good and sufficient reason by
                    a two-third (2/3) vote of the general meeting.

 

           2. AustinBDA Members-

               A.) Shall be suspended for violation(s) of AustinBDA’s Bylaws and Policy by
                     the determination of two-thirds (2/3) vote by way of secret ballot.

 

          B.) All individual members shall have a safety environment. When a victim is not in safe zone,
                the concern should goes to Executive Board to take an action following:
                                 Step 1: Ask victim how do they feel about their presence?
                                 Step 2: Ask victim how do they want us to support them?

 

           3. All Executive Board Officers and Members shall have a right to due process.

 

           4. Executive Board Officers may temporarily suspend the member for any reason until
               the General Meeting with evidences to explain the violations of the Bylaws/Policy
               for approval to permanent suspension.

 

  • SECTION VI – FINANCIAL ASSESSMENT AND EXPENSES

           1. Any budget or request for money over one hundred dollars ($100.00) shall be put
               into writing and refer to Regular Meeting.

 

           2. No Executive Board, chairpersons or members shall take any commission from
               and/or events and bar earnings.

 

           3. Treasurer shall be the AustinBDA’s authorized signer for checking account.

                           A.) President shall be the authorized signer in absence of Treasurer.

 

           4. The President and Treasurer shall be authorized signers for saving account or any
                other similar accounts.

 

           5. If any person wrote an insufficient fund check, AustinBDA shall collect the amount

               of the check plus a fee.

                             A.) Any person not paying the Non-Sufficient Fund (NSF) and fee shall be
                                  suspended from AustinBDA until fees are paid for.

 

            6. No one shall sell tickets, boosters or raffles using AustinBDA without members’
                approval.

  • SECTION V– REGULAR MEETING

            1. Parliamentarian

 

                A.) Parliamentarian shall be appointed by President.

                B.) The term of the parliamentarian may be monthly or yearly.

                C.) Shall advise President conducting the regular meeting in
                      a legal efficient and impartial manner when asked by President or at
                      voting member’s request(s) by way of President.

                D.) Shall follow Bylaws and the latest edition Robert's Rules of Order and
                      Robert’s Rules of Order shall be available at every Regular Meeting.

  • SECTION VI - QUORUM

             1. The presence of 8 members including 2 officers of the total membership shall
                  constitute a quorum for the Regular Meeting.

 

             2. If the quorum is not met within 30 minutes, then the meeting is cancelled till next
                 month. The agendas can be forwarded to the Executive Board meeting to maintain
                 the management of AustinBDA.

 

             3. After quorum is not met, the meeting may be proceeding without any vote or
                 motion. As the meeting will be functionally unofficial based on depend on the
                 Executive Board’s decision.

  • SECTION VII – COMMITTEES

 

              1. AustinBDA may have Standing Committee(s).

              2. The Standing Committees shall consist:

 

                              A.) Bylaws
                              B.) Finance
                              C.) Black Deaf Unbuntu (BDU)
